the story behind this is(as provided by the commissioner)

here we have haruhi being tickle tortured by her fellow sos brigade team mates mikuru and yuki. You see, haruhi had this bossy attitude so her team mates exacted their revenge on her by subjecting her in an intense tickle torture.

now I know that she was some sort of god or something but whatever, the commissioner just wants to see her suffer on tickle torturing
